[Elecraft] SWR read command for the K3/K3S, KX3 and KX2 transceivers

We've added an SWR read command, "SW;" to the K3/K3S/KX2/KX3 transceiver firmware. It's intended to provide enhanced transmit monitoring in remote-control applications.
