[Elecraft] TX EQ settings for Contesting

The K3 TX EQ works better if you cut, rather than amplify. Start off by
cutting everything below 500 Hz all the way down. Then experiment with
boosting the 1500 Hz and above. Having someone listen that is close by
is a big help.
