I suggested an option years ago where we could have the KPA3 cut in earlier than 13 watts on digital modes.  If there is a reason this is undesireable, I would love to know why.  I don't operate my K3 between 5 and 15w for just this reason.  If I want 10w, I run it through an HFPacker amp instead.

I've blown the LPA's twice running with Ft8 at 12w, with and without 
pads. They do not like 12w for extended times, period ... proceed with 
caution! You can run 11w all day with no problems.
