[Elecraft] KX3 - RCL REQ when trying to channel hop (scan)?

I am trying to figure out what is causing RCL REQ to show up on the display
when I am trying to scan channels (channel hopping is what the manual calls
it) and not entering Scanning.
For example, I have 28 memory channels assigned with local 2 meter repeater
freqs. (*) prefix on the labels...

Turn radio on.
Vfo A selected.
Press and hold Band+/RCL.
That shows memory channel 17 flashing on the display.
Press and hold SCAN.
"RCL REQ" appears on the display for a few seconds, and the kx3 does not
begin scanning.

If I dial in *another* channel, then SCAN works. It seems weird that I have
to find a different men channel besides the one that first shows up?
What is "RCL REQ"?
