I haven't seen any responses to your question -- have you determined 
anything further by now? Assume you're not using ALC hook up?

"When running the KPA1500 at full power, sometimes the power will fluctuate. 
EXAMPLE: I was checking in to the Elecraft SSB net a little while ago. While 
transmitting, the power dropped to around 400W. This has happened on 20M CW 
as well. I wonder if the K3S output is dropping. (??).
If I run at 500W or so, no problem."
