Absolutely wrong.  Windows for YEARS has mucked up the NTP so that it is 
only required to be accurate to within several MINUTES.  Do not rely on 
the Win OS NTP client.  It can at least be off by some seconds, 
routinely; which is unacceptable to the JT modes.
