[Elecraft] Who sells a small RF quiet solar charge controller?

The ultimate quite charge controller, an ON/OFF type that turns on when the battery voltages falls to 13.1v and turns off when it reaches 14.4V and no switching noise. 

I have one of these and a Genasun GV-4 for SLA battery chemistry.
