[Elecraft] Remote Operating Time Sync

Makes sense.  Originally written for EME, that transit time is about 2.7 
seconds if my math is close... 2*250K miles/(186k/s)... plus some 
processing moments, a few ms for amp relays.  A larger window would be 
problematic.
