UHF systems were so dominant in "flatland" Chicago that I didn't realize 
that systems in the low VHF region below 50 MHz existed. When I moved to 
California, I learned that these low VHF systems are widely used exactly 
because of this "fill-in" property, so necessary in the mountainous 
terrain of much of the state.
