After having connected numerous COM and USB-to-COM devices, your Windows
registry may be full of "blocked" port addresses. Many devices only run on
low COM port numbers.

Take a look at Uwe Sieber's
COM Name Arbiter Setter <http://www.uwe-sieber.de/misc_tools_e.html>  
(scroll down on the page)

and free all those blocked COM ports!
