Exactly right. The generally accepted definition of mobile is "capable 
of operation in motion, including all components of the station." When 
you park and set up a antenna or generator that cannot operate in 
motion, you're portable. This definition, or something quite close to 
it, is written into the rules of contests where mobiles are a class of 
operation.
