[Elecraft] K3-TX "stutters" on power up

Hmmm ... my original message was on 31 Oct -- Long Delay Echo?

Problem was the PTT-KEY setting -- PTT was set to DSR and it gets
asserted intermittently as the radio and computer USB port argue when
the radio comes on. Apparently the radio eventually wins because it
stops. OFF-OFF suppresses the argument.
