[Elecraft] KX3 Output power rating

The latest firmware is required; it will allow you to use up to 15 W on 80-20 m (10 W elsewhere).

The upgraded heatsink is optional. On my lab KX3 I can put out 15 watts for several minutes before hitting the temperature limit, at which power is reduced by firmware.
