[Elecraft] Controlled Envelope SSB

This was presented at Dayton this year.  If memory serves me correctly, it
was installed in SmartSDR 1.2 back in March of 2015.

It is very interesting just how big the impact of overshooting has on
killing your RF output.

This is one of those ... less is more .. situations.
