[Elecraft] KAT3A and KBPF3A questions

KAT3A has a bypass relay when the tuner is not in use.

KBPF3A changes the bandpass filter for 0.5 - 2.0 MHz "band" to move
the lower cutoff from 500 KHz to 100 KHz.
