[Elecraft] K3 - S-meter zero

1st thing is to set the RF gain to max,
check in:

  Config SMTR OF 024
            SMTR SC 014
            SMTR MD  NOR  when pre amp or attn is used it will effect the S
meter,
                                    if you don't want it to change set to
ABS
