Al's point is very well taken.

I've encountered more than one device that is "Part 15 Compliance", when
indeed measurements confirm it only has the "Part 15 Label". With
companies performing self certification, first there is no assurance the
results are accurate and second, manufacturing changes are implemented
often without performing the certification measurements.  Yes, I know
what is supposed to take place......but it does not.  Thus once
certified, always certified.

Do note:  There are several "grow lights" on the market today that are
"Part 15 Certified" and these have been found to be generous noise
generators.   {Perhaps your neighbor would share some of his crop to
make your "pain" more tolerable.}   Also some brands of ballast are
noted to be sold to residential use customers when indeed they are
labeled for commercial service only.  They don't meet Part 15 Requirements.
