[Elecraft] Price Increase Alert for mid October

Moving Elecraft to a lower-cost location is probably not feasible due to the disruption and cost of relocating the business and families.  Additionally, the challenge and cost of finding another location can alone be significant.  However, it is a business decision, so the costs vs benefits could be weighed.
