[Elecraft] P3 waterfall curser operation

Hi Smith, 

The P3/SVGA waterfall cursor is incorrectly named, it should read 'waterfall
marker" in the release notes.  The cursor is not shown in the SVGA
waterfall, but if you turn on Marker A or B, they will appear.
