[Elecraft] Serial Number Check for Elecraft gear

I'm sure the company knows, and has a record of, the original
buyer-owner in a database.  But that doesn't help when the original
owner sells his KX3.

I've been thinking on this too.  I feel Jerry's pain.  It's pretty
rough.
