[Elecraft] KSYN3A tuning noise on 40m

I don't see it with #1450 ... I do hear a few fast tuning birdies
(350 Hz/10 Hz VFO change) but most of them are less than -120 to
-125 dBm equivalent (indicated on the calibrated P3) and are below
the noise level with an antenna connected.
