[Elecraft] KSYN3A tuning noise on 40m

Hi Arie,

Just another data-point: I tried all three of your tests, and the S-meter
stayed at S1 with no tuning noise at all on VFO-A or B.

K3 SN: 5855 w/ 2 KSYN3A's
