That is a question for the designers, but it clearly adjusts much, much more slowly than amplitude modulation frequencies (to avoid distortion).

This is a closed loop power control, like commercial transmitters. Most amateur transmitters are fixed gain, so this is a surprise for nearly every new Elecraft owner.
