[Elecraft] CW Skimmer Setup with K3 and KX3

I believe the CW skimmer is limited to 48k bandwidth, so a 196kHz 
soundcard is not necessary for CW skimmer.
OTOH, if you are also using a Panadpater application like NaP3 or 
Win4K3, that extra bandwidth will be desirable.
