The latter. Sensitivity gradually decreases as you do down in frequency, and you start hitting a practical lower limit for the receive chain.
The preamp is not useful below 500 kHz, and will actually introduce a loss when turned on, so it should be left off in this range.

Probably not. It allows quite useful sensitivity down to 250 kHz, and even some utility at 100 kHz. But most operators are interested in the 600-meter band (472-479 kHz).
