[Elecraft] P3 transmit monitoring with SVGA

At IDXC, Eric said that the display would only be on the P3, and 
not on the VGA in the first release.

 From Eric and Wayne's descriptions, it sounds like this feature 
should work with radios other than the K3. I have a friend who 
uses a P3 with his K2 and it could work for him
