[Elecraft] very small 20A switching PS

HPS1-A required reducing power in my K3 to about 60W. It works well with
IC-7000 because this rig folds power with lower voltage. For me, HPS
advantages are light weight and automatic 110/220C switching. 

It failed once under  light service.
