No, it's a verification that the proposed antenna and transmitter will 
pose a biological hazard to people nearby. If you've read the FCC Rules 
in the last 20 years, you will know that we are required to have done 
such a study to confirm that we comply with FCC Standards, but we are 
not required to file it.
