There is a difference between obeying the law and enforcing the law. We all have an obligation to obey the law. We might not have a right enforce it.
Think about someone driving 55 mph in the fast lane because they want to enforce the law. This is not a perfect analogy because there are are also laws about letting faster traffic pass, but it is a useful thought experiment.
