[Elecraft] K1 test problem

I am a first time "K1" builder and am having a very difficult  time getting the proper voltage measurements for the test on page 46 of the manual.  
Test point J7 pin 8 should be 3.8vdc  I get "0"
The test points on Diodes "D9","D10","D11","D13", all measure "0"
Any suggestions as to how to go about troubleshooting these problems?  I have had no problems up to this point, but this has me stumped.
