George,

I don't know the accuracy of your frequency counter, but that accuracy 
statement is with reference to the frequency of the reference oscillator 
(almost 50 MHz), so that accuracy must be better than 0.5 x 10 exp8 or 
0.02 ppm.  Check the specs on your counter to see if it is sufficiently 
accurate.  If you put an oscilloscope probe on your counter, the tip of 
that probe will reach the center conductor of J1.

Using the zero beat method when tuned to 10 or 15 MHz WWV will yield 
quite accurate results with no dependency on the accuracy of external 
equipment.
