If you're talking about a fully featured amateur radio interface, the
standard are those from microHAM - including DigiKeyer II (CAT and
digital modes with WinKey) and microKEYER II (CAT, digital modes,
WinKey *and* full microphone handling for DVK, etc.).
For sound card only situations there are several basic USB Audio Class
devices that require no special drivers in Windows 7/8. Most are
48 KHz, 16 bit design variations on two OEM designs represented by:

K9YC will point you to a couple of MIDI boxes from TASCAM and Numark
and there are also products from Behringer and PreSonus. However, in
the < $100 price point most are simple 48 KHz sample devices with
dynamic ranges in the mid 90 dB range just like the inexpensive sound
card products.
