Hi Johnny,
On 40 meters, I work all over the West Coast (0-1000 miles north/south) during the daytime with 5 to 10 W. The antenna is a random-length OCF dipole about 15' off the ground. I'm not sure how many clouds I'm burning, but many of the stations I work are short- and medium-range. I think this should work in your situation.
