Yes, it is.  I can't hear Kevin on 20m, he's in N OR and I'm in N CA, 
but I occasionally hear him on 40m.  I doubt you'll hear him on 20, 
maybe 40 ... depending on prop.  The ECN really needs an alternate NCS 
in the middle of the country, we had Tom, N0SS, but he passed away.  No 
takers yet
