It certainly can. I just "unlocked" my K3 for MARS operation. Gary Surrency <gary at elecraft . com> can provide the utility and instructions.

Can the K3 operate in the M.A.R.S. spectrum? I am sure it can't but one of 
the team on the expedition may want to buy one of the K3s after the trip and 
just asked me...
