[Elecraft] Some comments, missing commands and bugs in the K3 Serial API

Hi

In programming Win4K3Suite, I encountered a few few missing missing commands
in the serial API and a couple of bugs.
The most important missing command is the ability to determine the shift of
the sub-receiver.  i.e IS$nnnn.  It would be really good to have this to
allow independent control of all of the filter settings in the sub-receiver.

The lack of an equivalent of TE for the receiver equalizer, makes it a bit
problem prone to provide a receive equalization that is robust since you
cannot read the values without resetting them to zero first.

Some nice to haves: Access to the NR settings,  access to the manual modes
of the notch filter, and state of the FINE and Coarse tuning.

Bugs:  The P3 command #AVG00; turns off averaging of the spectrum on the P3
but not on the SVGA signal.  This happens with the P3 utility or third party
utilities.

The KPA500 serial commands to determine the power state are fairly reliable
but not always.  It is much better than the first firmware though.
