Thanks Bruce. I updated the utility program to the latest version but it
still fails the 1 Milliwatt test.

I suggest you update your utility to the latest, 1.13.4.15 from the Elecraft
website here:
http://www.elecraft.com/K3/k3_software.htm
You are way behind on your Utility version.
