David,
You are in for a bit of Transmit Signal Tracing to localize the problem
further.
Yes, it is likely to be on the Filter board, but there are 4 main parts
of the filter board.
1) The crystal oscillator
2) The Pre Mixer bandpass filter
3) The RF Bandpass Filter
4) The Low Pass Filter.
Turn your manual to the back and go through the steps in the Transmit
Signal Tracing section to find the stage where the signal RF Voltage is
substantially less than the expected values - ignore those that are
greater than the expected values.
You will need an RF Probe (schematic in the manual if you don't have
one) or a 'scope with a 10X probe. If you use a 'scope, multiply the
expected values by 2.8 to obtain the peak to peak values you will see on
the 'scope.
