Fred, I don't believe there is any reason to turn agc off anymore with the newer firmware that allow for more threshold.  

It is sometimes a advantage to ride the rf gain to make a signal more easy to copy and the noise easier on the ears. 

A quiet antenna helps too. My hy gain hytower vertical has less band noise than my loop on 20. 

I've got maybe a bad habit using the rf gain for a volume control. 
When you do this it renders the s meter useless. I've kinda got away from that but using rf gain to the point where it only raises the the smeter a couple digits doesn't do much. Agc off has no effect on the s meter issue. 
Also there's more noise on ssb due to a wider bandwidth. 

Hope that helps. I don't want to beat this to death but it a aggravation for some. I've got used to it, I've had to!
A 20db attenuator would have helped too. Noise reduction can help but it reduces the volume it seems and if very aggressive you get that under water sounding thing. 

Anyway, there's nothing can be done about it so I'm for putting this to bed.
