As some of us on this list know (and the rest of us should know), the
Morse-based Safety of Life at Sea requirements have been changed about
15 years ago to a satellite- and SSB- based Global Maritime Distress and
Safety System. New ships, and many older ships, no longer have radio
equipment capable of and certified for working MF or HF Morse, and with
the exception of a handful of "historical" installations, there are no
coast stations available to work them, even if the ship's comm officer
holds the appropriate Radio Officer and RadioTelegraph Operator licenses.
The best approach would be to get permission from the Master of the
vessel to operate a ham station which, by law, must be separate and
distinct from the ship's radio communication system. The operator must
have the appropriate authorization from the country of the ship's
registry as well.
At least that's what the law says....
