[Elecraft] Capital letters on reflector

Hi Kevin,
This is probably off-topic^2 (way off-topic). I heard on the 9A1A (AZ
admin net) that there is a move afoot to allow lower case in MARS
messages. This will make things a lot easier to handle for regular
people, but still seems like it's a long ways off.
