[Elecraft] K3 and WSPR rig stays in TX mod

On one of the programs I run (don't remember which one) I set the command to
tell the K3 TWICE to go back to receive.  That program either doesn't
listen/talk well, or the timing is often off on serial commands.

One way this can happen is if RF is getting into the computer and hosing
the serial port driver. This can happen even with a couple of watts from a
WSPR transmission. The fact that WSPR transmissions go on for 2 minutes can
defeat the operating system's attempts to reset the port buffer. If that's
it, the remedy is the same as for other RFI problems: a good single-point
ground setup and some ferrites.
