Wasn't the original comment about a ground rod used to dissipate static
energy building up on an antenna, not a lightning strike?

A lightning ground should -never- be passed through concrete!
I once saw a commercial tower in Tampa fail after lightning exploded the
base on the way to "ground".

Modern tower installations done by competent contractors have their
(multiple) ground rods placed outside the concrete.

Trivia:  The Tampa Bay area (Florida) has the highest incidence of lightning
strikes in the Western Hemisphere.
