[Elecraft] ESSB and FM Filter

Wayne is right to restrict the use of the FM filter to non-ESSB 
transmit. Too many "hi-fi" operators on 20 meters will be tempted to 
transmit 13 kHz wide signals. No "fix" is necessary, in my opinion.
