[Elecraft] P3 Windows Utility Program 1.12.3.11

Be sure you have the right utility running and the radio/device that
corresponds to it on.  The latest firmware is 1.11.  IF you are trying to
load something else... it probably won't work.

Yes -- that version works fine for me too, but the one posted today
(1.12.3.11) seems to fail.
