IMHO, a 6m beacon in NA is more useful at a 10 watt level.

I'd offer to help him pay for a new, modern beacon xmitter, perhaps with
the assistance of the other locals affected by the clicks, and suggest that
the amp is unneccessary. We're only checking propagation here, not making a
contact.
