6 dB is the IARU recommendation, but when we were trying to decide  
what level to use, we consulted various references and looked at lots  
of receivers. They were all over the map--between 3 and 6 dB--so we  
used 5.

That said, I admit to putting a certain spin on it to make my point.  
There's a first time for everything :)
