Those working professionally in the field of EMC (that is, RFI
interference) know that this sort of problem is QUITE widespread. In
most manufacturing companies, there is an engineer whose job it is to
try to remove as many parts as possible from every product so that it
can be made more cheaply and still be sold. RFI suppression components
almost always the first to go. Open up a noisy product (if you can) and
you'll find empty holes on the board where those parts should be. The
only time those holes are every filled is when the prototype is
submitted for EMC testing.
