[Elecraft] Older K3/100s and the "ERR12V" problem

If you make TWO jumpers, one on the PA end and one on the main board 
end, then the current sensor on the riser board will still be in play. 
This is a fine permanent fix, you just will have to unsolder if you take 
the PA and riser out.
