[Elecraft] CW Decode

As Wayne posted some time ago, there is no problem with CW decode *IF*
you set the AGC threshold and slope to values that match the pre 4.51
defaults.  I don't remember what the "compatible" values are since I
prefer the improved receiver performance with the new firmware but I
would start with AGC THR between 2 and 5 and AGC SLP between 12 and 15 
for best decoder performance (but not best receiver performance).

For grins, I set AGC THR=3 and AGC SLP=13, enabled the CW decoder and
was easily able decode about any CW signal I heard on 30 meters as
long as the sending station was not running his letters together (a
very typical problem - the human brain is better at separating CW
with "short" letter spaces than most decoders.

The issue is that most users tend to operate with 4.51 well below the
AGC threshold and with significant 'non-flat' slope above threshold.
That makes decoding much harder.  The changes will introduce AGC into
the decoding path to restore the more constant audio level into the
decoder.
